ESSEX SECTION RULES

These rules shall govern the administration of the Essex Section.

The Essex Section is a sub section of
BRITISH & INTERNATIONAL GOLF GREENKEEPER’S ASSOCIATION (BIGGA) and will abide by the rules of the association.

The object of the section is to promote, administer, arrange events and contribute nationally and regionally to BIGGA events. The Section is non-profit making and is an equal opportunities organisation.

The Section is composed of the members of BIGGA (any category) who have allocated Essex as their home section.

COMMITTEE

1a. The Section shall be managed by a Chairperson and a Committee of 5 Officers as follows:-

Honorary Secretary
Honorary Treasurer
Honorary Competition Secretary
Honorary Education Secretary
Honorary Press Officer

1b. A Regional Representative and Reserve must be elected from the Committee at
the first Section meeting.

2. To ensure continuity any Committee Member shall hold office for a minimum period of two years with the option to stand for re-election. The Chairperson is re-elected annually at the AGM. Nominations for the positions shall be proposed and seconded by a Greenkeeper member of the Section. Should there be more than one nominee, a ballot, open to all Greenkeeper members of the Section, shall be held at the AGM. The retiring Chairperson may, at the end of his/her term of office, be elected to the Committee.

3. Should a vacancy occur during the year, the Committee shall have the power to co-opt a
replacement for the remainder of the year. The co-opted member will be eligible for election at the next AGM.

4. 3 Members shall form a quorum at a Committee Meeting.
5. The decision of the Committee on all matters if final.
6. Should any member of the Committee wish to resign, their resignation must be made aware to the Honorary Secretary before the AGM.
THE RESPONSIBILITIES OF THE OFFICERS OF THE COMMITTEE
Chairperson

1. To chair all meetings for Essex Section
2. To allocate specific Committee jobs for the coming year
3. To maintain contact with other members and sections
4. To represent the Section when and where necessary
5. To find sponsorship for the coming season

Honorary Secretary

1. To attend and make records of all Section meetings
2. To consult with the Chairperson on the Agenda for meetings
3. To be responsible for all correspondence
4. To deputise for the Chairperson in their absence
5. To Help Competition secretary with the running of the golf day.


Honorary Treasurer

1. To collect monies, make payments promptly, file receipts and maintain accounts
which should be operated by 2 signatories
2. To present accounts at the AGM
3. To keep the Committee informed of finances
4. To help the Chairperson to find sponsorship

Honorary Competition Secretary

1. To be responsible for the members’ handicaps
2. To keep records and circulate all relevant information of events
3. To set up the fixtures for the following year
4. Responsibility for all trophies belonging to the Section

Honorary Education Secretary

1. To organise any educational events run by the Section
2. To provide Essex Section members with any National or Regional awards for
members to participate in and grants available
3. To help the Chairperson with running of Friendly events

Honorary Press Officer/Web Master

1. To produce press articles for magazine at least 6 times a year, monthly if possible
2. To mail and inform any Members of events
3. To collate information for web site and keep it up to date
4. To collate and run the website.

Regional Representative

1. Responsible for attending meetings at South East Level and attending all meetings
with Reserve (one vote for Section)

ANNUAL GENERAL MEETING

1. The Annual General Meeting of the Section will take place on the last golf event of the season, normally the end of November or start of December each year, and all newly elected Officers and Members of the Committee shall take office immediately after the AGM.

2. The date of the AGM will be fixed by the Committee and notified to all members of the Section. An agenda with a list of retiring Officers and Committee members willing to stand for re-election, and vacancies, shall be notified to the members 6 weeks prior to the AGM

3. The business of the AGM of the Association shall be as follows:-

a) To receive apologies for absence
b) To approve and adopt the minutes of the previous AGM
c) To deal with any matters arising from the minutes
d) To receive the Chairperson’s Report
e) To receive the Honorary Treasurer’s Report and approve the accounts
f) To receive the Honorary Competition Secretary’s Report
g) To receive the Honorary Education Secretary’s Report
h) Election of Chairperson of the Section
i) Election of Committee of the Section
j) Any Other Business – items for inclusion should be forwarded to the
Honorary Secretary 14 days before the AGM


4. The Committee members shall be elected for a period of 2 years at the AGM. The Chairperson shall be elected for a period of 1 year initially with an option to continue in office. At the discretion of the Committee, one person may have more than one position.

5. Any Greenkeeper of the Section, with their consent, can be nominated to serve as Chairperson or Committee member.

6. Nominations, together with a Proposer and Seconder (both of whom must be Greenkeeper members), shall be proposed Honorary Secretary 14 days before the AGM.

7. Should there be more nominees than vacancies for Chairperson or Committee, there shall be a ballot at the AGM by Greenkeeper members ONLY. Voting at meetings shall be by ballot.

8. 10 Greenkeeper members of the Essex Section shall form a quorum at an Annual or Extraordinary General Meeting.


RESOLUTIONS

9. The Committee may at any time call an Extraordinary General Meeting for a specific purpose, and shall do so, if requisitioned in writing by 10 Greenkeeper members of the Essex Section stating the purpose for which the meeting is required. Such meetings shall be convened giving no less than 28 days notice.

10. The Rules shall be altered by Resolutions at an AGM or Extraordinary General Meeting. Such Resolutions shall be carried only if they have the support of two thirds of the Greenkeeper members voting
